CITIZENSHIP (AMENDMENT) BILL (C.A.B.), 2019
A bill relates to acquiring of citizenship by a natural person in India has been cleared in the lok Sabha on 10-12-2019 and in Rajya Sabha on 11-12-2019 by B.J.P. in the leadership of P.M. NARENDRA MODI which is presented by Union Home Minister Amit Shah with 125 votes in favour and 105 votes in against.
HISTORY:-
The C.A.B. was first introduced on 19-07-2016 in the lok sabha and was cleared on 08-01-2019. this bill wa referred to a joint parliamentary committee on 12-08-2016, which submitted its report on 07-01-2019, but it was lapsed with the dissolution of the 16th lok sabha.
PROVISIONS:-
The bill amends the Citizenship Act,1955 to provide Indian citizenship to illegal migrants who are Hindus, Sikhs, Buddhists, Jains, Parsis and Christians (i.e. non muslims) comes from Pakistan, Bangladesh, Afghanistan on or before 31-12-2014.
The bill further relaxes the requirement of 11/14 years residence to 5/11 years, as earlier was in the act. Further this bill exempts the tribal areas of Assam, Meghalaya, Mizoram, Tripura, Arunachal Pradesh, Nagaland, Manipur from its applicability.
Also the bill provides for cancellation the registration of Overseas Citizenship Of India(OCI) through fraud.
CRITICISM:-
Although the bill has been passed now in both the houses currently but this bill has been criticised by many persons and authorities such as Raveesh Kumar(NDTV), Kapil sibal(Congress), R.A.W. Agency, USCIRF(US Commission On International Religious Freedom).

USCIRF Raises Serious Concerns and Eyes Sanctions Recommendations for Citizenship (Amendment) Bill in India, Which Passed Lower House Today
WASHINGTON, DC – The U.S. Commission on International Religious Freedom (USCIRF) is deeply troubled by the passage of the Citizenship (Amendment) Bill (CAB), originally introduced by Home Minister Amit Shah, in the Lok Sabha (the lower house of the Indian Parliament) given the religion criterion in the bill. The CAB will now move to the Rajya Sabha (Indian Parliament’s Upper House). If the CAB passes in both houses of parliament, the United States government should consider sanctions against the Home Minister and other principal leadership.
2. R.A.W.( Research And Analyse Wings)
In January 2019, Research and Analysis Wing had said to a Joint Committee of Parliament on a earlier version of the CAB that the "CAB could be misused by foreign agents to infiltrate India" (from agencies like Pakistan's ISI) and that it "could become 'legal framework' which they could use to infiltrate India
3. According to Al Jazeera, the Bill is violative of the secular Constitution of India.
4. Immediate beneficiaries of the Bill, according to Intelligence Bureau records, will be just over 30,000 people.

SUPPORT:-
1. Amit Shah agrued that the "20% decline" in the religious minority population of both Pakistan and Bangladesh necessitated such a Bill, adding that the Indian muslim community will not be affected by the bill.
2. Prime Minister Modi said he was "delighted that the Lok Sabha has passed the Citizenship (Amendment) Bill, 2019 after a rich and extensive debate" and that the "Bill is in line with India’s centuries old ethos of assimilation and humanitarian values." The majority of the Northeastern states members in the Lok Sabha supported the bill as their concerns were taken care by the bill.

SUMMARY:-
This bill for providing for citizenship to all illegal emigrants from outside India and reside in India for a period not less than 6 years excpt the muslims. the central government is all set to fulfill its one more promise given in the manifesto of election 2014.
